Former US president Jimmy Carter says Yasser Arafat fought for the advancement of the Palestinians and other just causes in the world.

Carter made the statement after laying a wreath on the grave of the deceased Palestinian Authority chairman in Ramallah Tuesday.

He then added Israel was dodging the implementation of the agreements reached during last year's Annapolis peace conference and criticized the regime for not taking the negotiations seriously enough.

Carter, a Nobel Peace laureate, is on a private peace mission to the Middle East that includes stops in Saudi Arabia, Egypt, Jordan and Syria. He returns to Israel on Monday.

The former US president also angered Israel's government by embracing Nasserr al-Shaa'er, Hamas' deputy Prime Minister and Education Minister in Ismail Haniya's government, during a visit to the West Bank.

Prior to his meeting with West Bank-based Palestinian Prime Minister Salam Fayyad, Carter told reporters Israel refused to grant him permission to travel to the 'besieged' Gaza Strip.

But he said he was determined to meet with exiled Hamas leader Khaled Mashaal in Damascus despite Israeli and American objections.
